When Apache it configured as a cacheing proxy server,
it runs its periodic cache cleaning at its normal priority
(nice=0).
The cleaning involves a lot of disk reading, and tends to bog the
system down.

It would be nicer if the cache cleaning were run at a lower
priority.   The priority could depend on the amount of
free disk space remaining, and might also depend on
how heavily loaded the system is.    Or, maybe just
nice it to -10.
