I am closing this bug since i am sure 100% that something has been
manually modified on that system like linking /etc/init.d/apache to
/usr/sbin/apache-sslctl that is messing the world around. As well i am
sure 100% that none of the debian packages have ever done something like

<fajita> Whatever the problem, step one is always to look in the error log.
<user> fajita: step two
<fajita> When in danger or in doubt, step two is to scream and shout.
