apache2-doc index.html.en links don't work

I have tried searching google, and lists.debian.org, and I can't find if
this has been solved or whatnot:

I am running Debian unstable, apache 1.2, and have the
apache2-doc package installed.

I've tried the following links:
/usr/share/doc/apache2-doc/...
http://localhost/doc/apache2-doc/...
http://localhost/dwww?...

and in all cases, trying index.html.en and index.xml (and other files)
in the apache2-doc/manual/ directory, _the links don't work_!

Any idea how I make them work. I've been using this setup for a couple
of years now, and this is the first package (that I remember) that
I've come across, that has documentation links that simply don't work.

What gives? I'm prepared for user stupidity, so bring it on, whatever
it is.

PLEASE CC ME.
