Bug#249268: apache2-common: duplicate entries for mod_ext_filter in /etc/apache2/modules-available

There are 2 entries for mod_ext_filter in
/etc/apache2/modules-available. This is quite confusing as they are both
identical. One of them needs to be removed - I suggest ext-filter.load
as it is the exception to the name format.
