"modules-config apache" doesn't seem to look at directives present in
/etc/apache/conf.d/*.conf files for Directive matching.  I note that a
few things that use conf.d already just include their own LoadModules
directives - if that's the way it should be, close this, but I would
guess it should be more consistent than that...

Sorry but this is not an apache bug. We gave to all developers specific
documentation on how to handle situation like this one.
You are welcome to open bug against all these packages.

modules-config parses only httpd.conf and modules.conf.
