Bug#248038: apache2-doc: documentation is all garbled

Hello,

I tried to use the apache2-doc package to access the apache documentation,
but I encountered several problems.

Problem 1:
  When I visit http://localhost/doc/apache2-doc/ (which is the
  contents of /usr/share/doc/apache2-doc/) and select the "manual"
  directory there, I get the following page:

    URI: index.html.de Content-Language: de Content-type: text/html; charset=ISO-8859-1 URI: index.html.en Content-Language: en Content-type: text/html; charset=ISO-8859-1 URI: index.html.ja.jis Content-Language: ja Content-type: text/html; charset=ISO-2022-JP URI: index.html.ko.euc-kr Content-Language: ko Content-type: text/html; charset=EUC-KR URI: index.html.ru.koi8-r Content-Language: ru Content-type: text/html; charset=KOI8-R 

  This does not look like the manual.  The problem is, that the contents
  of the /usr/share/doc/apache2-doc/manual/index.html file are not
  valid HTML.

Problem 2:
  I try to visit the URL http://localhost/doc/apache2-doc/manual/index.html.en
  instead.  This seems to work at first, but clicking on the "de" link
  (top right corner, after "available languages") gives the following
  error message:

    The requested URL /doc/apache2-doc/manual/de/ was not found on this server.

  Probably the link was meant to point to the index.html.de file,
  instead.

Problem 3:
  Returning to the http://localhost/doc/apache2-doc/manual/index.html.en
  page I notice that almost none of the links there works.  For example
  the "New features with Apache 2.0" link points to a page containing

  This is a similar problem as problem 1 above.
