Bug#245488: apache2 needs a prerm that stops the daemon

Severity: important

apache2 doesn't appear to have a prerm script at all, but
it really should have one that calls invoke-rc.d to stop
the daemon.  I ended up with a pahntom apache2 running in
my buildd chroot after the package was purged.
