Bug#245487: postinst fails if it can't bind to port 80

(At least) in a chroot, as can be seen in my buildd logs[1],
apache2's postinst will fail if the serverf can't start due
to an inability to bind to port 80. As I had apache1.3 running
in the base system on this buildd, I had to stop the base's web
server and kick off the build again. Annoying. :)
