Bug#244191: doesn't check existance of /etc/apache/apache_not_to_be_run According to Debian specific documentation included in the package /usr/share/doc/apache/README.Debian.gz if one wants apache not to start during boot process they should place a file called 'apache_not_to_be_run' in /etc/apache directory. Current init.d script does not provide such functionality (does not look for the file). As far as I remember ealier version worked well, though.
