Bug#239571: apache2-common: /etc/logrotate.d/apache2 not removed when package removed

I did a "normal" (non-purge) remove of apache2-common.
/etc/logrotate.d/apache2 was not removed. This causes the daily cron job
to report an error as it's trying to run logrotate.
