i've got my own local module for which i had a LoadModule directive in
httpd.conf.  the new install scripts removed that LoadModule directive and
didn't include it in modules.conf.  then when they try to start apache it
barfs because there are directives in my config file which it doesn't
understand because it hasn't loaded my local module.

i tried editing modules.conf and adding my own module.  my server starts
fine now.  but dpkg is still unhappy because it hasn't finished
configuring the apache package.

i re-run apt-get upgrade and it re-runs the apache install script which
overwrites modules.conf again losing my LoadModules directive.

i will be unable to config apache until i remove all of the local
directives from apache.conf.

the install scripts should be reading all LoadModules directives either in
httpd.conf or modules.conf, NOT just the ones which include modules your
scripts understand.  ANY existing active LoadModules should be included in
