Bug#187850: marked as done (apache2-common: prerm should not bail if it can't stop the daemon)

I was moving my webserver from one server to another, and so, I purged
apache2 from the first server, but I had broken the config before that (and
purged apache2-common to boot), so invoke-rc.d apache2 stop and killed the
