Initial log files must be manually created.  An unmodified Apache 
installation fails to start and exits.

    ubhs069-2:/www/htdocs# /usr/sbin/apachectl configtest && 
/etc/init.d/apache start
    Syntax OK
    Starting web server: apachefailed

A work-around is to 'touch' the log files, but this is really 
something that /etc/init.d/apache or something else should do 
automatically.

Hi,
	since there was no more response from the submitter of the bug and
given the fact noone has experienced this problem and it was not
reproducible either in chroots or live servers, i am closing this bug.
