apache2 fails to start on upgrade. following is the dpkg output

 invoke-rc.d: initscript apache2, action "force-reload" failed.

  Errors were encountered while processing:
   apache2-mpm-prefork
   E: Sub-process /usr/bin/dpkg returned an error code (1)
   Ack!  Something bad happened while installing packages.  Trying to
   recover:

We also noticed errors  in /var/log/apache2/error.log from apache trying
to start.
