Bug#219774: Doesn't help

I have the same problem with the latest incarnation of the debian apache
package. The config which once worked for me now just states "User not
found". The suggestes fix bei Eduard does NOT help in my case, so i guess
its just a coincidence or side-effect which fixes it for him.

I will therefore change the bug title. And because this is a grave
functionality bug (many people really need working user authentication) i
will change the severity of the bug too.
