Bug#220427: libapr0: apache2-mpm-prefork 2.0.48-1 does not start after upgrading

apache2-mpm-prefork refuses to start after upgrading from 2.0.47 to
2.0.48.

The only message in error log is:
[Wed Nov 12 16:57:45 2003] [emerg] (38)Function not implemented:
Couldn't create accept lock

downgrading apache2-common and apache2-mpm-prefork back to 2.0.47
does nothing, downgrading libapr0 makes it working again.
