Bug#219694: apache: httpd.conf indexing options not suitable for /usr/share/doc

Specifically it prevents possibly important README* files from showing
up when browsing localhost/doc directories. The default IndexIgnore
setting needs to be changed when browsing these directories. A good
example of this is that 2 such files in /usr/share/doc/shaper were
hidden from me until I corrected this.
