as Thom already mentioned in his message /srv would solve several issues
but imho it introduces other ones (such as having another dir in / and
that for some admins should be stored on a separate partition or be a
symlink to one - already mentioned on debian-lsb).

My biggest concern is the transition to it. We discussed it between the
apache maintainers and we think that we should wait after sarge release,
mainly to avoid confusion.

My suggestion would be to start to propose these 2 new "directories/mount
points/whatever you prefer to call them" together with the
debian-installer that will be released with sarge so that new
installations will start showing them together with a note that should
explain why they are there and what their future use will be.
