This is not the case for me, my suexec was disabled on upgrade without
asking, causing apache to not reload (unless I edit my httpd.conf),
and I am unable to use dpkg-reconfigure to enable suexec since the
package is not fully installed. In addition, changelog.Debian.gz says:

- document suexec's default config
Where is this documentation? The only indication I can see of a change
is that there's a file /usr/lib/apache/suexec.disabled - Nothing documents it.
