Bug#201545: /etc/init.d/apache: should stop whetever the status of apache_not_to_be_run

When apache is running and /etc/init.d/apache stop is called but
/etc/apache/apache_not_to_be_run has been created after apache has been
launched, the actual script fails with :
Apache Webserver not started (/etc/apache/apache_not_to_be_run)
and doesn't stop the server.
I think it should stop whatever the status of apache_not_to_be_run is.
The test of apache_not_to_be_run should be placed in the start case.
