Bug#200511: apache upgrade defaults to no enable-suexec

Package: apache
Version: 1.3.27.0-2
Severity: normal

*** Please type your report below this line *** On upgrading Apache,
suexec was disabled without any prompting on upgrading to 1.3.27.0-2.

dpkg-reconfigure allowed me to request that suexec be enabled, but if
this option was just added, the install scripts should prompt during
the update.
