Bug#200511: apache upgrade defaults to no enable-suexec

suexec was disabled without any prompting on upgrading to 1.3.27.0-2.
dpkg-reconfigure allowed me to request that suexec be enabled, but if
this option was just added, the install scripts should prompt during
the update.
