I see nothing at all wrong with that.  Add /cgi-lib/ now, and then take
the default /cgi-bin/ away a few years down the track.  Policy is then
satisfied, the structure of the Apache installation will be in line with
all the other web servers in Debian, and everyone can go and worry about
something else.
