I did
$ locate apache
looking for a good doc to read, and I choose
/usr/share/doc/apache/intro.html
and it has a link to "* The Apache documentation stored on your server."
however its value, /doc/apache/ isn't right for debian, at least how I
stumbled into it.

This is not a real bug so i am closing it. All the html documentation is
meant to be accessed via a web server e.g. http://localhost/doc/apache and
this is the reason why it breaks if you access it as file directly.
