Bug#167513: Necessary Policy Change: cgi-bin --> cgi-lib

This is a pending policy change that will be going in to effect shortly.
All other web server packages have already been updated; only apache is
holding up the final acceptance.

I'll shortly be reporting bugs against all packages that make use of "cgi-bin"
instead of the new "cgi-lib".

I'd appreciate it if you could make this update soon.  Thank you.
