You are using the latest beta or latest stable version?

I'm using version 1.3.26-1.1 from debian/testing.

What means, or how much % of load means "fine" ?

That means 0.0 in top.

What kind of box is it running ?(specs.)

Intel(R) Pentium(R) 4 CPU 1.70GHz, 512MB RAM
Ethernet controller: 3Com Corporation 3c905C-TX/TX-M [Tornado] (rev 78)
SCSI storage controller: ICP Vortex Computersysteme GmbH GDT 6557RP

Check out all the services that u start together when u starts Apache,
maybe u r running unnessecesary services together with Apache.

Starting apache doesn't start any other services. It must be apache or
some kind infinite loop in a squirrelmail-script...
