Perchild in 2.0.37 wouldn't build, thus no /usr/sbin/apache2.
in 2.0.39, it builds, but does nothing, so the package is still unusable.
2.0.40 might fix this, but maybe not. 
"This mpm is still highly experimental, and should be used with care."
should be taken to mean "broken" at this time.
