Bug#151766: apache2-common: /var/www/apache2-default/manual/ should be in apache2-doc

A lot of the documentation for apache2 seems duplicated in apache2-doc.
For a minimal setup of a web server, no manual should be installed, if
the user only selects apache2-common and one MPM version.
