Bug #68046
The -f option seems to be correctly picking up the alternative config file
as far as I can tell.
(I've setup a second version of /etc/apache with different port in the
httpd.conf, and it will pick up that config file correctly)
The -d option sets the "ServerRoot" rather than the DocumentRoot, and is
fairly meaningless unless apache is installed somewhere like
/usr/local/apache
So this one can be closed, along with #98857. This also is the third issue
in #77973.
