Yes it is possible.
I don't have installed amd64 system at the moment (so I can't check) ,
but you have to install all i386 libraries needed by
skype
ldd /usr/bin/skype
shows that it is fair amount.

as far as I remember amd64 debian has installed by default i386 version
of libc and some other important libraries , but skype will require
a lot more . In my opinion easiest way is to make chrooted i386
environment by debbootstrap for details search archives of the mailinglist
