My first guess is that either there Packages.gz file is corrupt on
security.debian.org or your network connection is corrupting data
(perhaps a defective proxy along your path).

The same file downloads fine for me, so I really suspect your network
connection, or perhaps you have a hardware or software problem on your
machine corrupting the data.
