cadence in sarge, chroot

Unfortunately I do still have a problem with chroot when I run cadence.
When I do in chroot /var/chroot/sarge-amd64
gudjon@mve035:~$ strace /usr/local/cadence/tools/bin/cds_root
execve("/usr/local/cadence/tools/bin/cds_root",
["/usr/local/cadence/tools/bin/cds_root"], [/* 43 vars */]) = 0
strace: exec: No such file or directory
The file is executable since ls -la gives
-rwxr-xr-x 1 root root 30337 Oct 5
2004 /usr/local/cadence/tools/bin/cds_root
When run in the normal system I get
gudjon@mve035:~$ /usr/local/cadence/tools/bin/cds_root
Error (cds_root): cds_root requires a single argument which
is the name of an executable found in $PATH.
This is in fact normal behaviour but there seems to be no difference between
these files in / and /var/chroot/sarge-amd64. What makes files sometimes
unexecutable?
