It is in the libstdc++2.10-glibc2.2_2.95.4-8_i386.deb which is a
32-bit package.  And also very old.  But you said you wanted a 64-bit
development environment.  So I assume you are trying to use the wrong
(32-bit instead of 64-bit) development environment.
