In these points I have the same setup here.

I am not experiencing this problem. I am _not_ using the noapic option and 
there is a fair amount of APIC related lines in dmesg, so I figure APIC is 
enabled. Still my clock runs normally, surely on a 2.6.8 and pretty sure also 
on the recent kernels (never noticed anything strange).
