Problem with locale in a 32bit chroot

Hello,
I've got problem with my locale settings in y 32bit chroot.
First, each time i upgrade or install a package, I've got this error :

perl: warning: Setting locale failed.
perl: warning: Please check that your locale settings:
        LANGUAGE = "fr_FR:fr:en_GB:en",
        LC_ALL = (unset),
        LANG = "fr_FR@euro"
    are supported and installed on your system.
perl: warning: Falling back to the standard locale ("C").
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_ALL to default locale: No such file or directory

Then i have something wrong with my keyboard, in openoffice e.g, i can't
make ü or î because the key ^ seems to not be recognized. I don't know
where i can't configure it.

Thanks.
