libsane-dev_1.0.15-3_amd64.deb  sane-backends_1.0.15-3_amd64.changes
libsane_1.0.15-3_amd64.deb      sane-utils_1.0.15-3_amd64.deb

The main archive has the file. Could this be just a transient error
caused by the Packages and deb files being out of sync?

If it has been like that for more than a day then something is wrong
with ftp.de.debian.orgs mirror.
