You don't have any testing or unstable sources, thus using -t testing
won't give you anything.  Try adding,
deb http://mirror.pacific.net.au/debian/ testing main contrib non-free
deb-src http://mirror.pacific.net.au/debian/ testing main contrib non-free

Ah thanks, that did the trick. Perl is now 5.8 but it took a while :-)
