building since Aug 23

Hi alpha porters!

I hope you can help me understand what's going on with cdtool 2.1.5-10
on alpha. The buildd page shows it as "Building" for something like two
weeks now :

    Previous state was Needs-Build until 2004 Aug 23 11:38:18

AIUI, his can be simply that noone has signed the (potentially) built
package yet. On the other hand, I remember reading that packages can
sometimes get stuck in this stage and require manual intervention from a
buildd admin. 

Which one is the case here?
