Yes, both /dev/sda and /dev/sdb are on the same SCSI bus.

I noticed the following diffences in dmesg between 
2.2.25 (upper) and 2.4.27 (lower) kernels.

sym53c8xx: at PCI bus 2, device 0, function 0
                     ^^
sym53c8xx: at PCI bus 1, device 0, function 0
                     ^^
sym53c875-0-<0,0>: tagged command queue depth set to 8
sym53c875-0-<4,0>: tagged command queue depth set to 8
                                                    ^^
sym53c875-0-<0,0>: tagged command queue depth set to 4
sym53c875-0-<4,0>: tagged command queue depth set to 4
                                                    ^^
but even in dmesg of 2.4.27, there are following lines....

Attached scsi disk sda at scsi0, channel 0, id 0, lun 0
Attached scsi disk sdb at scsi0, channel 0, id 4, lun 0

However, I installed the current kernel-image 2.6.8 and 
it booted fine with my system!

I guess there is still some problem in 2.4.x kernel of Debian.
