Have you looked around http://www.debian.org/CD/netinst/ 
?  http://www.phy.olemiss.edu/debian-cd/ has some Alpha iso's, but I'm not 
sure of the kernel in them.

Any particular reason you _need_ a 2.4 CD, wouldn't the bf2.4 floppies do?
