Eureka!  It works!

The basic problem all along seems to be that fbdev sucks on alpha.  It
seems that any and all graphics operations don't work on the alpha (if
someone else knows otherwise, please do tell).  None of the various
applications I could find that wrote to the framebuffer were able to
display anything, including fbtv, fbi, mplayer, fbgs, ggi, svgalib, sdl,
...

Confusingly, I no longer have boot penguins.  But the VGA console still
works and I can start X, now that the card is in the other slot.  And
who cares about fbdev when you have X?  Also the "Devsel" error messages
I posted earlier are gone.

I briefly put a Matrox Milennium II in the CS20, and it DID display the
video BIOS screen on bootup.  The Marvel G200 I have does not, however.
Maybe it's the card itself.
