Install Boot Floppies

Hi,

I have downloaded RESCUE.BIN and created the disk.... that worked fine,
however I downloaded ROOT.BIN only to find that I couldn't make the disk
because RAWRITE complained that the image was only 1.3Mb.

Anyone help me out on this?? What am I doing wrong??
