I'm seeing something like this too:

And from kern.log:

This is ping from 'netkit-ping' version 0.10-6. I'm not sure when things
broke, but i'm certain that ping used to work. The network is functioning
perfectly otherwise: I've seen transfer rates of 10Mbyte/s.

This is on an Alpha XL-266, kernel 2.4.1. Most probably it's not the
kernel, this thing has seen all 2.3.x kernels that would compile and boot.
