There are a few packages like apt which want libc6 (although most of them
have been fixed).  I'm not using apt--I haven't heard how stable it is on
the alpha yet--but you might try installing it with

   dpkg -i --force-depends apt*.deb

I'm not an expert by any means, but I don't think that anything required
by apt in libc6 is missing in libc6.1.  (At least, the other applications
I installed in this manner haven't given me any problems.)
