bazel-bootstrap updated to version 7.7.1

Dear Debian Machine Learning and Science team,


I've recently updated bazel-bootstrap to version 7.7.1, and it is now 
available in Debian unstable.

I wanted to see if this update could assist the team with TensorFlow 
packaging,
as I know the current tensorflow package is built without Bazel.

Also, I'll be hosting a BoF session at DebConf26 in Santa Fe.
If anyone from the team is attending, it would be great to sync up and 
discuss this there!
