The downside of the wiki is: how do we run discussions and votes?
See the 5.7 and 6.1 Release Plan pages, where we formed a pseudo-comment
system (comment + @user).
An .md file in a repo is something one can proposed an MR for. An MR is
the ideal place for discussion -- the discussion stays for "history" but
the policy only sees the final result.

Yes, one can add third-party sources to debci, though they need to be
manually configured by the admin. I did this with the vendor-agnostic
[1] CI, where we make packages from apt.ai.debian.net available.
However, the better solution is probably for debusine to make use of CI
workers directly.
I discussed this to a degree at DebConf25 and later with Helmut, but
haven't acted yet on this.
