I would have also done it this way, e.g: enforcing 6.4 across the board,
even if some components declare to be compatible with older versions.

Mainly because I was all but certain that mixing was not supported, but
more importantly also not tested upstream.

I didn't think mixing would be a big use case, so better to enforce a
clear and robust upgrade path.

I would have staggered the releases only a bit, for example starting
with the core components, then with libraries that need transitions,
then the rest. And observing and reacting to our CI results in the process.
