From the outside, it looks Debian updates ad-hoc versions of the packages. The upstream does not mix different component versions.

On Fedora we update the entire stack at the same time to the same version with incompatibilities between the stack components and some of the dependent packages worked out before the official builds are started.  This does not eliminate all of the problems, but it does remove the mixed versions problems that no one upstream tests for.

The upstream is starting to refactor the projects' layout, you can see this in the change to mono repos in ROCm 7, where it will be difficult but still possible to built mixed versions of the stack.  It may not be possible to do similar things in ROCm 8.

Do we already have document for the package update order? It would be very nice to have more infomation on team wiki or somewhere links from the team wiki.
