I don't think that would change much. It could help with packages stuck
in NEW.

Not yet. The external repository could be added as an addon
distribution, just like experimental. But there wouldn't be any
automatic scheduling.
Apart from packages stuck in NEW, I would target the official Archive as
the test infra has been designed around that.

Yeah, this is a bit of a downside of how debci presents information from
addon distributions.
If you are comfortable with SQL, a simpler way to get an overview would
be to just query the debci database in /var/lib/debci/data/debci.sqlite3
and grab the most recent 6.4 test results from the 'jobs' table.
