there was some very understandable confusion surrounding the use of
rocm-target-arch, and its --for-build option in particular.

to resolve this confusion was to adapt rocm-target-arch to be for
package builds only.

dropped, and the option's functionality has been made the default. The
utility must now be called from within an unpacked source package.
Here's an example [1] of how a current adaptation would look like.
I've updated all packages that use this, except for starpu where I filed
an MR, and rocfft where Andrew is working.
