d/watch version 5

Hi,

Kentaro helpfully filed MRs for updating d/watch to version 5.

I've been monitoring this and consider version 5 to be an outstanding
improvement over version 4.

However, this requires devscripts 2.25.16, whereas trixie only has
2.25.15. As I use trixie, I'd be grateful if the packages I co-maintain
would remain at version 4 until devscripts has been backported,
otherwise `git import-orig --uscan` breaks on my end.

>From the upload history, it is evident that devscsripts will be
backported as soon as possible.
